The English Private Landlord Survey, published by government in December 2025, found that 31% of landlords plan to reduce their portfolio and 16% intend to sell all their properties within two years. The Renters' Rights Act 2025 switched on at 1 May 2026, abolishing Section 21, converting all assured shorthold tenancies to periodic tenancies, and introducing civil penalties up to £40,000 for serious breaches. Landlords now face 170+ regulations covering gas safety, electrical inspections, deposits, HMO licensing, Awaab's Law, the PRS Database and the PRS Ombudsman. Section 8 eviction now requires documented evidence and proof of grounds, with longer court processes and higher burden of proof. The self-managing landlord model stops making sense at two or more properties, especially HMOs, when based outside the North West, or without deep compliance knowledge. Professional management at 10% of rent collected provides peace of mind, compliance systems, and time recovery.
